May.14 — In Europe, would-be travelers are hoping to swap balconies for beaches this summer. Europeans have taken heart from the European Commission’s plan to reopen the borders. Germany and France have come to an agreement to open up their shared border in the coming weeks. Europe’s largest economy wants its land borders with all nine neighbors opened by June 15, but with Spain and others looking to enforce a quarantine system, how will the reinstitution of free movement work in practical terms.
